how far will this go?

I have heard a lot of shit lately about either developers, or the city, tryingto rid richmond streets of their art and color. This is what was left of a beautiful piece that was on the corner of broad and brook, if I remember correctly. Does anyone else wonder where this will end, or why it's happening? I can understand that developers would want a clean attractive city to sell. But this is an art town, and this is why people come here!!
